I have made few tests here and my best guess is that you have set the READ-ONLY attribute to this file and probably other files.

This can only be done outside DecoTech from Windows user interface. Anyway. We have implemeted an hidden feature to easily fix this specific situation. In your hard disk locate the DecoTech folder and then from the "\bin\" folder run the application named "dtconfig.exe". In that window click the "Set to NORMAL the attributes of all DecoTech files and folders..." button and confirn the operation. That's it. Select Quit to close that window.
